According to the United States Food and Drug Administration, the concern is the potential for an allergic reaction in people who aren't aware that they're consuming dairy in the potato chips. "People who have an allergy or severe sensitivity to milk run the risk of a serious or life-threatening allergic reaction if they consume the product inside the recalled bags". At the present time there have been no allergic reactions related to this matter.
The recall only involves the one flavor of Ruffles potato chips and isn't related to any of their other products. Here are the specific details about the chips being recalled:

Again, officials with both Frito-Lay and the United States Food and Drug Administration are alerting the general public that there have been no reports of allergic reactions or other medical issues reported at this time. The recall is strictly voluntary at this time.
Consumers who have bags of the Ruffles potato chips in their possession are asked to not eat them. The product should be returned to the store from which they were purchased for a full refund.
