I had no idea this was even a thing, but there is a "dead bird reporting" hotline in Wisconsin.  It's to help monitor West Nile Virus, so the state will actually test the bird to see if it has the disease.  DO NOT TOUCH THE DEAD BIRD WITH YOUR BARE HANDS.

So if you see a dead bird, call the hotline at  1-800-433-1610.  They will then ask you a series of questions to determine if the bird is eligble for testing.  You will then be given instructions on how to submit the bird for testing.  Once again, do not handle the dead animal with your bare hands, as you could become infected from The West Nile Virus.
