Pattison State Park
Pattison Park is home to Wisconsin's tallest waterfall. It's a really beautiful place to visit, with plenty of good areas to take a photo.

It's a bit of a drive and technically not in Duluth, but Gooseberry Falls is a beautiful spot. I know a handful of people who have used this place to propose.

NorShor Theatre / Duluth Playhouse
If you're looking for a romantic date idea, the Norshor Theater is newly remodeled and very nice. It's a fun sophisticated way to go on a classy, romantic date. Combine the outing with a visit to a local restaurant in walking distance.
Duluth Superior Symphony Orchestra
The Duluth Superior Symphony Orchestra is another great place to let the music fill your hearts.
The Rose Garden may be the best spot in town. You are of course surrounded by the most romantic flowers. You can take a stroll through Leif Erikson park and watch the sunset past the lift bridge.
Brighton Beach
This is the place I took my wife on our second date. It's good anytime of the year. In the summer the cool breeze from the lake gives you a break from the heat. In the winter, ice stacks up on the rocks and really is a marvelous sight.
Park Point Or Wisconsin Point
Both Duluth & Superior are blessed with a huge, sandy beach. Both have their advantages. Park Point is just off of Canal Park, where there are plenty of local restaurants. Wisconsin Point is more remote and a further drive, but that gives you more privacy for your beach date.
