There is currently a concerted effort underway in Minnesota to address lead in water, particularly lead service lines (LSLs) and drinking water in schools and child care facilities.

The 2023 Minnesota Legislature dedicated $240 million to establish a grant program for replacing LSLs. This funding is combined with federal funds from the Infrastructure Investment and Jobs Act. The state has set a goal to replace all lead service lines by 2033.

Public water systems are responsible for identifying and replacing LSLs and applying for funding, and in Duluth, a lead service line remediation program has been established.

This week, the City announced two road closures related to work being done to remove lead from the water supply.

Road Closure #1

The City of Duluth announced that it has closed a portion of W. Third Street to allow contractors to safely complete restoration work as a part of the City’s ongoing efforts to remove lead from private water service lines.

The closure will continue until work is completed, and motorists in the area can expect a detour to be in place until June 18.

The detour route is described as follows:

  • Westbound traffic: W Third Street to 27th Avenue West > 27th Avenue West to Superior Street > Superior Street to Carlton Street > Carlton Street to Grand Avenue/Third Street
  • Eastbound traffic: Grand Avenue/W Third Street to Carlton Street > Carlton Street to Superior Street > Superior Street to 27th Avenue West > 27th Avenue West to Third Street

The City encourages drivers to consider alternate routes to their destinations during the week, as traffic may be delayed.

Road Closure #2

Another road closure related to the City of Duluth's lead service line remediation program is now impacting Anderson Road. This closure is necessary to allow contractors to safely perform work to replace lead water service lines.

This road closure is expected to last longer, with a detour expected to be in place until June 23. The detour route is described as follows:

  • Westbound traffic: Anderson Road to Central Entrance (MN 194) > Central Entrance to Trinity Road (US 53) > Trinity Road to Anderson Road (end detour)
  • Eastbound traffic: Anderson Road to Trinity Road (US 53) > Trinity Road to Central Entrance (MN 194) > Central Entrance to Anderson Road (end detour)

Again, because traffic delays are expected, drivers should consider taking alternate routes to their destinations while this closure is in place.
