It was a big week for the Twin Ports Interchange Project in Duluth. On Tuesday, August 21, the Minnesota Department of Transportation opened the rebuilt I-35 and I-535 bypass connections through the Twin Ports Interchange project.

Before opening the connections, MnDOT had advised motorists that a one-lane bypass had been temporarily constructed at the I-535/Garfield Avenue interchange to facilitate reopening the I-535 connection between Wisconsin and Minnesota.

Now that the reopening has successfully been completed, MnDOT announced new closures near Garfield Avenue that will be in place for just under two months.

New Closure Closures Related To The Twin Ports Interchange Project

The Minnesota Department of Transportation will close the northbound/southbound ramps to/from Garfield Avenue at the I-535 Blatnik Bridge from Monday, August 26 to Friday, October 18.

Here is what motorists in the area will encounter during the ramp closures:

  • A northbound detour will follow the new bypass connection from I-535 to northbound I-35, then to 5th Avenue West, Railroad Street, and finally to Garfield Avenue.
  • Southbound traffic will access the I-535 Blatnik Bridge from the new bypass connections at northbound and southbound I-35.

The $435 million Twin Ports Interchange Project looks to improve safety by:

  • Providing a new conventional design
  • Relocating all exits and entrances to the right side of the roadway
  • Improving merging sight distance and eliminating merge conflicts
  • Eliminating weaving problems near the interchange
  • Providing lane continuity for through I-35 traffic

Construction is expected to be completed around the summer of 2026 when landscaping and clean-up are expected to begin.
