When traffic goes from two lanes into one lane, backups happen in heavy traffic. The WRONG way to handle this is to merge early and then get frustrated as other motorists pass you and "short cut" up to the merge point. While that may seem frustrating, it's your fault that you're not doing it too, because that's what you are supposed to do.
Even after explaining that this is what the authorities WANT you to do, people still don't get it. That's what those signs "USE BOTH LANES DURING BACKUP" mean.
