The city of Duluth announced a series of road closures that are now in effect as Essentia Health begins a new parking ramp project that will take a significant amount of time to complete.

In a news release, Essentia Health said the new ramp will be a positive addition to the Medical District, providing more parking spaces for patients and visitors in a location that allows convenient access to Essentia Health clinics and hospitals on its downtown Duluth campus.

They also noted that the city of Duluth would be notifying the community of related road closures caused by the construction.

According to The City, a temporary closure of Fourth Avenue East between First and Second Streets began on Monday, January 15 to allow work to begin the parking ramp project near Essentia Health’s downtown Duluth campus.

The contractor will need to close that section of Fourth Avenue East through March 2025 which will result in the following infrastructure impacts The detour will redirect vehicle traffic to Third Avenue East.

In addition to the closure and detour of Fourth Avenue East, which is illustrated on the map below, there will be other impacts within the construction zone for the duration of the project.

Shifting Lanes

The City says that there will be additional lane closures on First Street and Third Avenue East, but traffic will be able to move in both directions. The areas of impact include:

  • First Street between Fourth Avenue East and Third Avenue East
  • Third Avenue East between First Street and Second Street

On-street No Parking Zones

In addition to the road and lane closures above, there will also be no parking zones in the following locations:

  • First Street between Fourth Avenue East and Third Avenue East
  • Third Avenue East between First Street and Second Street

The City adds that some sidewalks affected will also be closed, with detours on the opposite sides of the streets. The sidewalk in front of the hospital on Fourth Avenue East is expected to remain open throughout this project, which is expected to last until March 2025.
