The Kellogg/3rd Street Bridge replacement project in St. Paul began in July 2024 to replace a structurally deficient 1982 bridge with a new, 13-span structure. The $100 million+ project, now over halfway complete, is currently in the phase of setting large concrete beams over I-94.

For the past couple of weeks, people in the St. Paul, Minnesota area have been preparing for the temporary closure of I-94 so that city workers can set beams, but plans for the closure had to be postponed due to extreme cold and wind.

Now, with more favorable conditions in the forecast, the Minnesota Department of Transportation (MnDOT) has announced that the city of St. Paul will move ahead with plans to close Interstate 94 east of downtown St. Paul.

I-94 Closure Timeline and Details

According to MnDOT, both directions of I-94 will close from 10 p.m. on Friday, February 6, until 5 p.m. on Sunday, February 8.

Here is a more detailed timeline of the closure:

  • Beginning at 8 p.m. on Friday, there will be single-lane closures in both directions of the interstate.
  • The westbound lanes of the interstate will then fully close at 10 p.m. between Hwy 61 and Hwy 52/Lafayette Freeway, followed by a full closure of the eastbound interstate at 10 p.m. from Hwy 52/Lafayette Freeway to Hwy 61.

During the weekend closure, the city of St. Paul construction crews will deliver and set beams for the new Kellogg Blvd./3rd Street bridge over the interstate east of downtown St. Paul.

Bridge replacement is necessary in order to provide a more reliable connection to the city that will accommodate people walking, biking, taking transit, and driving. The project is expected to be complete in the fall of 2027.

City officials add that they appreciate the patience of all those impacted by this closure, including those who are coming in for the Eric Church/Ella Langley concert scheduled at Grand Casino Arena on February 7.
