Looming Gang Threat Prompts Direct Action At Minnesota State Fair

The countdown to the 2026 Minnesota State Fair is on, with this year's fair set to run Thursday, August 27 through Labor Day, September 7.

But the lead-up carried a heavier storyline than corn dogs and Ferris wheels. Just weeks ago, the threat of gang violence hung over the fairgrounds, and state leaders were scrambling to address it before opening day.

At the time, prosecutors were asking a court to step in. Now it appears those efforts have paid off: deals have been reached, injunctions have been granted, and a legal safety net is in place before the first ticket is scanned.

Here Is What State Leaders Have Done

On August 20, Minnesota Attorney General Keith Ellison and Ramsey County Attorney John Choi announced they had secured the agreements and injunctions they had been seeking against two rival Twin Cities gangs, Muddy and The Ville. In all, ten alleged members were named in the action.

Seven of those ten voluntarily agreed to stay away from the fairgrounds and the surrounding Safety Zone. If they hold to that promise through the run of the fair, that portion of the case against them will be dropped.

The remaining three did not agree, so a judge imposed court-ordered injunctions after finding all three to be members of Muddy:

• Nasrudin Abdirashid Warsame, known as "OG"
• Bilal Abdi Farah, known as "Bemo"
• Mustafe Yusuf Omar, known as "Mussy"

Each of the three is barred from associating with other gang members, flashing gang signs, or intimidating anyone inside the zone, which covers the fairgrounds, parking, and transit areas from August 27 through September 8.

Perhaps the most significant move was the court's decision to officially designate Muddy as a criminal gang, a step that strengthens how aggressively police can act during the fair.

The whole effort traces back to a social media post promoting what one member called "the biggest battle of the summer" for August 29.

However, Concerns Have Been Voiced

The response has not been one-sided. Some community members have spoken in support of the injunctions, relieved to see officials act before anyone gets hurt. Others worry about the precedent of using a rarely invoked civil law to restrict people's movements based on what they might do rather than what they have done.

That tension — between keeping families safe and protecting individual rights — is the harder question left on the table. For now, fairgoers across Minnesota can head through the gates knowing leaders chose to act early.
