In an effort to encourage investment and to preserve historic homes, the City Of Duluth is launching a Historic Home Rehabilitation Program.

This program, presented by the City of Duluth Community Planning Division and Construction Services & Inspection divisions, will waive 50% of building permit fees for eligible projects, with a cap of $500.

In Minnesota, 20% of the housing units were built prior to 1940 and the nationwide average is 15%.  In Duluth, over 40% of Duluth’s housing units were built before 1940, which is significantly higher than those averages.  The Historic Home Rehabilitation program hopes to ensure the longevity of these historic homes due to the part they play in the history of the city and how they add to the richness of neighborhoods.

Homes built before 1940 are eligible as long as they are requesting renovations for the following types of projects:

  • Upgrading electrical, plumbing or HVAC systems
  • Repainting exterior and or replacing roofing, siding, windows, or similar improvements
  • Insulation or energy efficient upgrades, excluding appliances
  • Restoration or repair of features original to the home (i.e. crown molding, cornices, etc.)

This program is open to both owner occupied and rentals and there is a maximum of two properties per applicant with this program.
