Are These Strange Spinning Lights in The Clouds Really A UFO In Duluth? [VIDEO]

YouTube user Alex Gray posted this UFO video yesterday on YouTube.  I like to see these paranormal things and try to debunk them.  What do you think about this one?

It appears that above the lift bridge in the clouds there is sometime of circular spinning light movement.  Take a look for yourself.

But what really is it?  Is it sometime of strange alien cloaking device, and we are just seeing a distortion?

Nope.  Judging by the sounds this guy is in a restaurant.  If you look closely you can see the reflection of interior row of lights showing up on the window.  The above spinning?  It's a ceiling fan reflected onto the window.
