What the heck?

In this day and age, I understand having to add some surcharges onto a bill for food when dining out.  That industry has been struggling since the pandemic, and there does need to be a way to add to a bill for people who are servers, delivery drivers and the like.  But some of these charges seem completely out of control.

Granted, this receipt is from Hennepin County, and not from the St. Cloud area, and they have their own issues.  But some of these charges don't seem like they should be there.  Like why is there an alcohol charge when the person ordered root beer?  Is it a computer thing that automatically adds a charge when beer is listed?

And what is up with the tip too?  Looks like this was an automatically added gratuity at whatever percentage is the going rate.  Shoudn't that still be up to the customer?  The only time the gratuity is automatically added is when there is a group of people and that is usually posted.

The transportation and housing tax was probably voted on by the county, Chances are there is nothing you can do about that, but it does seem like it's a bit much.  Maybe...if this is the case and it was voted on... just increase the sales tax by a half a percent, or whatever was voted upon.

So, what are your thoughts on this?  Does it seem like it's just something that happens now and we need to deal with it, or does it seem like it's out of control?
