
New Police Reserve, Neighborhood Citizen Patrol Programs Proposed In Minnesota
Police Reserve Programs in the United States are generally beneficial for communities, acting as a cost-effective way to enhance public safety while fostering closer police-community relationships.
The same can be said for Neighborhood Citizen Patrol programs, as they allow community members to act as extra "eyes and ears" for law enforcement, improving safety, and fostering community cohesion.
They can reduce crime rates, with some areas seeing a 16–20% decrease, by deterring criminals and providing faster reports of suspicious activity.
Now, the Duluth Police Department has announced that it has launched an open survey to gauge the community interest in a Duluth Police Reserve program and a Neighborhood Citizen Patrol program.
“This survey is the first step in evaluating the potential of creating both programs,” said Chief Mike Ceynowa. “Responses will help us better understand the community’s interest in these programs and will help us connect with you.”

Duluth Police Department Proposes New Community Programs
Duluth Mayor Roger Reinert says that he is often asked by people how they can help out in the community. So the City of Duluth, along with the Duluth Police Department, has proposed creating Police Reserve and Neighborhood Citizen Patrols in the area.
However, they first want to ensure there is enough community interest to make each program viable. Anyone interested in participating in either program is encouraged to fill out the survey at the link below.
The survey is open until Thursday, April 30th. Responses and response volume will then be evaluated to determine sufficient community interest in one or both volunteer opportunities.
What Is A Police Reserve Program?
The Police Reserves supplements Duluth Police Department operations by assisting with traffic control, community events, foot patrols, and any other duties as needed. Reserve members work alongside law enforcement to offer essential support, maintain public safety, and contribute to crime-prevention efforts through their visible presence.

What is the Neighborhood Citizen Patrol?
The Neighborhood Citizen Patrol is a volunteer, community-based group that works with local law enforcement to act as "eyes and ears," enhancing neighborhood safety. These community-based volunteer groups help enhance neighborhood safety by observing and reporting suspicious activity, supporting crime-prevention efforts, and promoting awareness. Duluth Police’s Neighborhood Citizen Patrol Program may include neighborhood watches and/or organized patrols in your neighborhood.
