For the study, 300 U.S. cities were analyzed to determine which markets offered the most favorable conditions for home buyers right now, and the analysis went well beyond sticker price.

The study scored each city across ten weighted metrics, including housing affordability relative to local income, cost per square foot, real estate tax rates, homeowner's insurance costs, maintenance affordability, cost of living, rent-to-price ratio, home price appreciation, active listings per capita, and vacancy rates.

Housing affordability carried the heaviest weight, roughly 25% of the total score, calculated as the ratio of median home price to median household income.

Data was collected as of April 21, 2026, from the U.S. Census Bureau, the National Association of Realtors, the Council for Community and Economic Research, and the Insurance Information Institute.

The result is a ranking that rewards cities where buyers get real value, not just low prices in isolation, but low prices relative to what residents earn and what it actually costs to live there day to day.

The average home value in Kenosha is approximately $273,000, well below both the Wisconsin statewide median and the national average, giving buyers significantly more purchasing power from the start.

Kenosha's location is part of what makes it compelling. Situated on the shores of Lake Michigan in the southeastern corner of Wisconsin, it sits just 30 miles south of Milwaukee and roughly 60 miles north of Chicago, giving residents access to major metro job markets without the price tag that comes with living inside them.

The median sale price in Green Bay was approximately $273,000 as of February 2026, notably 37% lower than the national average according to Redfin, while the city's cost of living runs about 9% below the national average as well.

Green Bay's economy is anchored by major employers, including Bellin Health, Aurora BayCare, Georgia Pacific, and Schreiber Foods, providing the kind of diversified job base that gives homeownership its real foundation: stable local income.
